Summary

QUO VADIS aims to establish how variable message signs (VMS) are best managed: to give high quality information to drivers; to improve route choice, particularly during roadworks and incident conditions; to enhance the safety and efficiency of network performance; and to improve the environment. QUO VADIS pays particular attention to: advanced control techniques; driver response to VMS; performance evaluation; and institutional development. QUO VADIS trials conducted in parallel on the Scottish and Danish networks allow specific parameters to be identified and generally applicable conclusions to be drawn. QUO VADIS is assessing three alternative methods to support the nature, timing and location of messages given to drivers when roadworks or incidents occur on the network. The MCONTRM traffic assignment model is used off-line to develop a library of plans; a feedback approach based on automatic control theory uses on-line traffic data to continually update VMS legends; and an expert system approach, OPERA, combines real time forecasting with learning" from past experience to recommend legends. QUO VADIS assists network managers in general, and the Scottish and Danish network owners in particular, to understand: the value of VMS management tools; user reaction and response to VMS; and the overall value of strategic VMS usage. QUO VADIS enables a high effectiveness to be obtained from VMS systems; and promotes the application of effective operational techniques. In summary, QUO VADIS promotes the careful management of technology applied to driver information.
